Kissimmee, FL Cannabis Regulations: Dispensary Zoning (2026)

Using the opt-out authority Florida gives cities under F.S. § 381.986(11)(b), Kissimmee's city commission prohibited medical marijuana treatment centers, the state-licensed entities that cultivate, process, and dispense medical cannabis, anywhere within the municipal limits. There is no zoning district, conditional use permit, or buffer scheme that allows one to locate in the city; the ban is citywide and total. A dispensary already operating lawfully outside the city that is later annexed in may continue for up to 180 days before it must cease. Patients may still lawfully possess cannabis obtained from a licensed dispensary located outside Kissimmee.
