Lakeville, MN Cannabis Regulations: Dispensary Zoning (2026)

Lakeville City Code chapter 38 of title 11 sets the zoning rules for where a cannabis business may operate. Section 11-38-5 names its only qualifying commercial zone, the O-P Office Park District, where cannabis operations must run between ten o'clock (10:00) AM and ten o'clock (10:00) PM under subsection A, and where subsection B requires the business be conducted entirely inside a principal structure with all outside storage, cultivation visibility and odor prevented. Section 11-38-7 extends cannabis operations to the I-1 and I-2 Industrial Districts on the same enclosed-structure and odor-control terms, with hours generally seven o'clock (7:00) AM to ten o'clock (10:00) PM, retail limited to ten o'clock (10:00) AM to ten o'clock (10:00) PM for microbusiness licenses, and on-site consumption confined indoors.

No City Code section opts Lakeville out of hosting state-licensed cannabis retail; instead, section 11-38-3 requires every cannabis business to register with the city under chapter 24 and to hold a state license from the Minnesota Office of Cannabis Management under Minnesota Statutes section 342.14. Traditional retail commercial districts such as C-1, C-2 and C-3 are not listed as cannabis locations in either section, so a dispensary cannot locate there under this chapter. Both district chapters also require conditional use review, with site, ventilation and security plans submitted to the city, when a specific cannabis use is designated a conditional use rather than a straightforward permitted use.
