Long Branch, NJ Cannabis Regulations: Dispensary Zoning (2026)

City of Long Branch Code § 104-1, adopted December 8, 2021 by Ordinance No. 22-21, is the city's cannabis licensing ordinance passed under the New Jersey Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act. Subsection A sets the core limit: within the geographic boundaries of the City of Long Branch, the maximum number of licensed cannabis businesses is no more than one for each class of cannabis licensed business, covering Classes 1 through 6, cultivator, manufacturer, wholesaler, distributor, retailer and delivery. Long Branch did not adopt a blanket opt-out resolution barring cannabis businesses outright; instead it chose the cap-by-class approach, so a single cultivator, a single manufacturer and a single Class 5 retailer, among others, can each hold a license inside city limits at one time.

A would-be operator must clear this citywide ceiling in addition to any site-specific requirement, including the 1,000-foot buffer the same section places on Class 5 retail locations. under § 104-1(C). Because the ordinance regulates by license class rather than by a zoning district map, an applicant needs to confirm with the City Clerk's office how many of each class are already issued before pursuing a location.
