Pasco, WA Cannabis Regulations: Dispensary Zoning (2026)

PMC 25.10.025 lets cannabis retail facilities operate "when licensed by the City and in accordance with state law in those zoning districts identified in this title," but subsection (1) hard-caps the citywide count: no more than three total, rising to four only if one of the licensees is a Washington State-certified social equity licensee. That cap sits alongside a much broader local ban: PMC 25.10.020(2) declares that "cannabis-related land uses such as cannabis production, processing and/or cooperatives as may otherwise be allowed by state law are expressly prohibited from locating or operating in any zone within the City of Pasco," so retail is the only cannabis business model Pasco permits at all.

An applicant must demonstrate compliance with the section's distance requirements at the time it applies to both the Washington State Liquor and Cannabis Board and the City for its initial license (PMC 25.10.025(4)), and the burden of proving compliance stays with the retailer even against later-arriving protected uses (25.10.025(5)(b)). Enforcement of Title 25 generally runs through the City Planner, who can pursue monetary penalties under Chapters 1.40 and 1.45 PMC for violations (PMC 25.10.030).
