Rocklin, CA Cannabis Regulations: Dispensary Zoning (2026)

Chapter 17.81, rewritten by Ordinance No. 1099 in June 2018, states the city council's finding that its purpose is to prohibit all commercial marijuana activities and all outdoor cultivation citywide. Section 17.81.030 makes that prohibition operative: commercial cannabis activity by any person or entity is banned in all zones within the City of Rocklin, and any such activity is declared unlawful and a public nuisance. Section 17.81.020 defines 'commercial cannabis activity' broadly to include cultivation, possession, manufacture, processing, storing, laboratory testing, distribution, delivery, and dispensary or sale of cannabis and cannabis products, whether for-profit or nonprofit and regardless of any state license held under Business and Professions Code section 26000 et seq.

A 'medical marijuana dispensary' is separately defined as any facility distributing cannabis to three or more qualified patients, primary caregivers, or identification-card holders. The only carve-out in the chapter is narrow: Section 17.81.050 allows indoor, personal, noncommercial cultivation of up to six plants in a residential zone inside a fully enclosed and secure structure, subject to lighting, ventilation, five-foot setback, and residency conditions. That personal-use allowance does not open any zone to a commercial dispensary, delivery hub, or storefront. Enforcement runs through the economic and community development director, chief of police, or code enforcement officer under Section 17.81.020(H).
