Santee, CA Cannabis Regulations: Dispensary Zoning (2026)

Section 7.04.290 of the Santee Municipal Code sets the zoning map for every category of licensed cannabis business the City allows under its Cannabis Business Permit Ordinance. Subsection A confines distribution, non-volatile manufacturing, testing laboratories, and microbusinesses without storefront retail to the IL (Light Industrial) and IG (General Industrial) zones, and requires each to meet Title 13's development standards; stand-alone distribution that is not part of a licensed microbusiness is flagged as a use the City does not currently permit at all. Subsection B opens a third zone, GC (General Commercial), to retail businesses, including microbusinesses that combine storefront retail with permitted activities but exclude cultivation.

The land-use table that follows subsection B spells out the permitted combinations by column: storefront retail is permitted in GC, IL and IG alike, while non-storefront retail, testing labs, and cultivation-microbusinesses are permitted only in IL and IG, not GC. Every cannabis business must also clear Director authorization under Section 7.04.270, a mandatory building inspection under Section 7.04.260, a City business license under Section 7.04.250, and proof of a legal right to occupy the site, including a notarized owner consent if leased, under Section 7.04.280.

Subsection D adds General Plan and design conformance, odor-minimizing construction, adequate parking and loading, adequate road access, and adequate utility and fire-protection service as conditions before the Director signs off. Outdoor cultivation is barred citywide under Section 7.04.040, and violations carry the penalties set out in Section 7.04.520 on top of any state Health and Safety Code or Penal Code exposure.
