Vineland, NJ Cannabis Regulations: Dispensary Zoning (2026)

Vineland City Code Article XXVII permits medical cannabis alternative treatment centers, cultivators, manufacturers, dispensaries, clinical registrants and adult-use cannabis cultivators, manufacturers, wholesalers, distributors and retailers under Section 425-375, each subject to the article's siting standards. Section 425-383 caps supply: only two cannabis retailers holding a state license are permitted in the City, and five cannabis cultivators, five manufacturers, five wholesalers and five distributors are permitted, both caps added by Ordinance No. 2022-26. A dispensary or retailer's hours of operation are limited to 8:00 a.m. to 10:00 p.m. under Section 425-383G.

Section 425-377 bars outdoor grow areas, agricultural greenhouses, on-site sale or consumption of noncannabis food, beverages, alcohol or tobacco, a dedicated consumption area, any residential use, and cannabis delivery service as an accessory operation. Parking is set at one space per 200 square feet of gross floor area for a dispensary or retailer (Section 425-381B), and buffers along front property lines must be at least 30 feet, with side and rear buffers of at least 25 feet and an eight-foot security fence around restricted areas (Section 425-382).

Only one medical cannabis company holding a state permit is allowed in the City under Section 425-383C, and a retailer's premises may not share space with a grocery store, delicatessen, food market or licensed alcohol retailer under Section 425-383D. The Zoning Officer enforces the zoning and site plan provisions under Section 425-384B, while the state enforces license and permit compliance under Section 425-384A.
