Yuba City, CA Cannabis Regulations: Dispensary Zoning (2026)

Sec. 5203(a) declares that no business or entity engaged in commercial cannabis activity may establish or operate in any zoning district in Yuba City, and it lists specific examples that are barred: distribution facilities, laboratories and research operations, manufacturing, and any medical cannabis collective, cooperative, dispensary, operator, establishment, or provider. Delivery is prohibited too, whether the order originates inside or outside the city and regardless of whether the dispensary uses a technology platform to arrange it, though the code carves out an exception for delivery vehicles simply passing through Yuba City on public roads under state law.

Cannabis cultivation is likewise barred by this same section unless a person separately qualifies under the narrow personal-cultivation allowance in Sec. 5204, which limits cultivation to indoor space inside a residence or a detached, secure structure, caps the area at 75 square feet and six plants total per property regardless of how many people live there, requires the grower to reside full-time on site, and requires registration with the Development Services Director. Outdoor cultivation anywhere in the city is separately declared a public nuisance under Sec.

5204(c). This article was enacted by Ordinance No. 011-17 in November 2017, replacing an earlier, narrower prohibition, and it applies regardless of any state license a business may hold, since state licensing under MAUCRSA does not override a local prohibition.
