Adults 21 and older in Lee's Summit may grow up to six flowering, six nonflowering, and six clone marijuana plants with a state registration card. Code Sec. 17-245 requires the plants stay out of public view and in a locked space.
Missouri's Amendment 3 (Article XIV of the state Constitution) legalized personal cultivation, and Lee's Summit codified the limits in Chapter 17, Article VIII (Ordinance 9594, 2023). Section 17-242 caps a person at six flowering plants, six nonflowering plants over 14 inches, and six clones under 14 inches. Cultivation requires a registration card issued by the Department of Health and Senior Services. Section 17-245 adds two conditions: plants and any marijuana over three ounces may not be kept at a private residence where they are visible by normal, unaided vision from a public place, and they may not be kept in an unlocked space. Growing without a registration card, or above the limits, remains unlawful.
Under Sec. 17-248, cultivating plants visible from a public place, or plants not kept in a locked space, each carries a civil penalty up to $250 and forfeiture of the marijuana, as authorized by Article XIV of the Missouri Constitution.
