Lee's Summit adopted the 2018 International Property Maintenance Code (Ch. 16, Sec. 16-100), which bars inoperable and unlicensed motor vehicles from being kept on premises unless enclosed or screened, and treats junk vehicles as a nuisance. Vehicles must also sit on hard surfaces, and utility trailers must be properly licensed and maintained (Sec. 16-204). Abandoned vehicles left on public streets or property are removed under Missouri Rev. Stat. §304.155, which authorizes law enforcement to tow and dispose of them. Neighborhood Services investigates complaints and issues notices before enforcement.
Keeping an inoperable or unlicensed vehicle in view is a Property Maintenance Code violation, fined $50 to $500 after notice, with each day a separate offense. Abandoned vehicles are towed at the owner's expense.
