Lee's Summit, MO Parking Rules: Abandoned Vehicles (2026)

Section 29-60 defines two categories: an 'unidentified' vehicle is one on public property whose ownership cannot be determined, and an 'abandoned' vehicle is one that has sat on a City sidewalk, street, roadway, right-of-way or other public property for more than 48 hours where the owner cannot be located or refuses to remove it. Subsection B makes the owner or person in charge of either category guilty of creating a nuisance. Subsection C lets Police Department officers remove an unidentified or abandoned vehicle to a garage or the municipal parking and storage lot when it obstructs traffic on a bridge or tunnel, is disabled and its custodian is incapacitated, is illegally parked so as to be a hazard, its driver is taken into custody, it is not in safe operating condition (a missing State inspection certificate is presumed evidence of that), or it lacks valid plates after a ticket has been issued or the plates are reported stolen.

Subsection D requires the officer to notify the registered owner in writing of the removal, the reason, and where the vehicle was taken, and Subsection F requires a report to the State vehicle registration department if the owner cannot be identified within three days. Subsection G authorizes the City to contract with private towing companies to carry out removals, and Subsection I makes the vehicle subject to the towing contract's towing and storage charges for as long as the Police Department holds it. Subsection J requires an owner reclaiming the vehicle to present a title, registration or other proof of ownership to the Chief of Police.
