Lee's Summit, MO Parking Rules: Loading Zones (2026)

Chapter 29, Article V of the Code of Ordinances governs curb loading in Lee's Summit. Under Sec. 29-373, the City Traffic Engineer determines where passenger, freight and service curb loading zones go, posts signs marking them, and may limit each zone by time of day or hours of applicability, with those hours stated on the sign itself. Sec. 29-374 makes clear a zone is never created on demand: the Traffic Engineer will not designate or assign a curb loading zone upon a private party's special request, so a business wanting a zone in front of its storefront has no right to one.

Once a zone exists, Sec. 29-375 sets the actual time limits. A passenger curb loading zone may be used only for the expeditious loading or unloading of passengers, and only during the hours the zone's regulations are in effect; a vehicle may not sit there longer than three minutes unless a sign posts a different limit. A freight or service curb loading zone may be used only for the expeditious delivery, pickup, loading or unloading of materials, goods or product during its posted hours, for no longer than the posted time limit, or, if no time is posted, only as long as reasonably necessary to complete the load or unload.

Separately, Sec. 29-372 lets the Traffic Engineer issue a special permit authorizing a vehicle to back up to the curb to load or unload merchandise or materials outside a standard loading zone; that permit's terms and conditions are individually set, and violating any condition of the permit is itself a separate offense. These provisions apply on-street throughout the City and are enforced without a private citizen needing to request signage or zones, since only the Traffic Engineer has that authority.
