Carrollton's Downtown Transit Center (DTC) District, Article 20 of the Comprehensive Zoning Ordinance, imposes form-based design rules on new buildings near the DART Light Rail stations. Buildings must use tri-partite architecture with a distinct base, middle and top, meet minimum glazing and ceiling-height standards for ground-floor retail, and hold at least 80 percent of each facade at the build-to line. Drive-through windows are banned outright.
