Sec. 36-3(c).

Trash cans, bags, and other receptacles shall not be visible from a public right-of-way at standing eye level except from 8:00 p.m. the day before trash pickup until 8:00 a.m. the day after trash pickup for the particular residence. Following trash pickup, the trash cans and other receptacles shall be removed from sight in a timely manner before 8:00 a.m. the day after trash pickup.

Discarding, dumping or abandoning any property in the city right-of-way or on public property, except in an established trash receptacle, is prohibited. Littering and illegal dumping violations are class C misdemeanors, punishable by a $500.00 fine. Public works shall have prepared and installed signs at each street entering the city limits stating $500.00 fine for littering.

Sec. 36-4(c).

Dumpsters may be placed in public view; however, garbage must be placed in the dumpster. Trash cans and garbage bags shall not be placed beside the dumpster nor around the dumpster in public view except from 8:00 p.m. the day before trash pickup until 8:00 p.m. the day of trash pickup for the particular address.
