In the City of Eagan, City Code Sec. 11.70, Subd. 21.D.8 requires on-site lighting at multi-family, commercial, industrial and public or institutional developments to be indirect and diffused or shielded. The fixture cannot point at a public right-of-way or an adjacent property, and the light source itself cannot be visible from off the site, so glare cannot spill onto a neighbor's yard or the street.
