In the City of Eagan, every refuse container and dumpster serving a multiple dwelling or commercial establishment must stay clean and sanitary enough to prevent rodents, vermin or other pests from being attracted to it, with lids closed except while loading. Drain plugs must remain fastened to stop liquid leaks, and no wash water or waste liquid may drain into the storm sewer system.
