Eagan, MN Public Health Rules: Rodent Control (2026)

Eagan City Code § 10.01, Subd. 2(G) sets four sanitation requirements for every refuse container and dumpster that serves a multiple dwelling property or a commercial establishment. First, the container's cover has to stay closed at all times except while it is actively being loaded or unloaded, which keeps rodents and other pests from getting inside between pickups. Second, if the receptacle has a drain plug, that plug must stay properly fastened except during cleaning, so liquid waste does not leak out and attract animals to the surrounding pavement.

Third, and most directly on point, the receptacle itself has to be maintained in a clean and sanitary condition specifically to prevent the attraction or infestation of rodents, vermin, or other pests and to keep it free of offensive odors. Fourth, no liquids or solids from the receptacle, including wash water or cleaning substances, may be allowed to enter the storm sewer system. Subd. 2(H) backs this up by declaring any violation of the storage and container requirements in the subdivision, including this sanitation standard, a public nuisance subject to abatement, and the same one-week storage cap and watertight-container rule in Subd. 2(A) applies to keep ordinary household waste from sitting long enough to draw pests in the first place.
