Hackensack requires City Manager approval before anyone plants, prunes, or otherwise disturbs a shade tree standing on public property or in the street right-of-way. Section 162-2 also bars climbing, root excavation and piling caustic material near the base, while Section 162-3 keeps poplar, catalpa and willow trees at least 50 feet from any public street.
