Hackensack bars property owners and occupants from letting their premises become vermin- or rat-infested, or from creating conditions likely to cause infestation, under Chapter 84's Vermin Control article. New or altered buildings must include ratproofing, existing ratproofing can't be removed or damaged, and dumping garbage, refuse or other rat-attracting material on any lot or public ground is prohibited without Health Department approval.
