Arcadia, CA Code Violation Reporting: Common Violations (2026)

Section 9402.6 of the Arcadia Municipal Code lists what counts as substandard property, and Subsection P covers maintenance that falls below the level of surrounding premises. Among its fourteen listed conditions are trash, garbage or refuse cans and bins stored in front, side or rear yards where they are visible from public streets, and lumber, junk, trash, debris or salvage materials visible from a street, alley or adjoining property. Also listed are abandoned furniture, stoves, sinks and toilets stored where they can be seen at ground level, wrecked or inoperative trailers, campers, boats and motor vehicles accumulated in yards, and building exteriors, walls, fences, driveways or walkways that are cracked, broken or defaced by graffiti. Signs, posters or banners that are not permitted uses, and failure to keep the sidewalk and parkway in front of a property clean, complete the frequently cited group.

Other subsections of Section 9402.6 add more violations. Subsection O targets vehicles, trailers, campers, boats and recreational vehicles parked on unpaved surfaces in front or side yards. Subsection S bars hanging laundry within the required front and street side yards where it is visible from the street, and in the family zones bars hanging it from any patio or balcony. Subsection V covers pools and spas whose water does not stay clear, and Subsection W covers a property that has become a refuge for coyotes, vermin or other wildlife.

Under Section 9404.2 the Building Official or the City's Code Services Staff deliver the written Notice of Violation, which cites the Code provisions violated. The recipient has fourteen days to appeal to the Development Services Director. Section 9403 makes each of these conditions a public nuisance that the owner or occupant has a duty to correct.
