Chicopee, MA Code Violation Reporting: Common Violations (2026)

In the City of Chicopee, Massachusetts, Article II of Chapter 132, Municipal Fines and Appeals, was adopted 8-2-2011 by Ord. No. 11-28 and amended in its entirety on 6-20-2017 by Ord. No. 17-29. Under § 132-2, the fine schedule applies to Chapters 109, 144, 160, 169, 172, 188, 200, 206, 223, 239, 243, 256, 262 and 269 of the City Code, unless the City chooses another available remedy from the Housing Court or a similar court.

Snow and ice comes first in § 132-9(A): $25 for each incident of improper removal or failure to remove accumulated snow and ice, $50 for the second consecutive day and $100 for the third and subsequent days. Dogs and other animals under Chapter 144 cost $50 per incident, rising to $250 for the owner of a dangerous or vicious dog found on property not owned or controlled by its owner or not restrained in a secure area. Fire prevention violations cost $100 for each offense with a separate offense on each day, State Building Code violations cost $100 per violation per day, and State Sanitary Code violations enforced by the Health Department cost $50 per violation and $50 per day. Other entries include $250 for misuse of the Municipal Golf Course and $100 for each Chapter 223 recycling violation.

Subsection M is the catch-all: any City Code provision not enumerated carries $20 per incident per every day the condition or illicit activity persists.

Police officers, inspectors, department heads and other enforcing persons issue a ticket in tag or ticket form that gives a date to appear before the Hearing Officer, whom the Mayor appoints every January 2, not later than 21 days after the violation (§§ 132-4 and 132-5). Within 21 days the recipient pays the scheduled fine to the Collector's office or requests a hearing, which the Hearing Officer schedules not later than 45 days after the request (§§ 132-6 and 132-7).
