City Code § 1-7 defines a "violation of this Code" broadly as doing a prohibited act, failing to perform a required act, or failing to act where the failure itself is prohibited. Standard penalty is a fine up to $500 and/or up to six months in city jail or hard labor. Enhanced tiered penalties (escalating fines and mandatory jail time on repeat offenses within 24 months) apply specifically to minimum housing standards, unsafe building abatement, nonresidential building maintenance, junk/litter/inoperable vehicles, weeds and overgrown grass, graffiti, unattended receptacles, and building-contractor violations. Continuing violations are also treated as a public nuisance subject to injunctive relief.
