(a)It shall be unlawful for any person to operate a motor vehicle within the city limits that is so out of repair, altered, maintained, loaded, or operated in such manner as to create unreasonably loud, grating, grinding, rattling or disturbing noise, which includes engaging in jackrabbit starts, spinning tires, racing engines, or other such operation.(b)It shall be unlawful for any person to operate a motor vehicle within the city limits that is not equipped with a muffler in good working order and in constant operation, and that has been modified to decrease the sound-dampening effectiveness of the muffler, such as use of a muffler cut-out, bypass, a muffler without baffles, or similar device.

Sec. 12-293(b) separately requires every vehicle to carry a muffler in good working order and constant operation, and bars modifications that cut its sound-dampening effect, such as a muffler cut-out, bypass, baffle removal, or similar device. Sec. 12-291 states the purpose is addressing loud or raucous vehicle sound on the public right-of-way and authorizes the chief of police and officers under him to enforce the division, with violations subject to citation into municipal court or other lawful action.
