Playing a radio or stereo in a vehicle so it is audible more than 25 feet away is a violation, on public or private property. Vehicles must have working mufflers, and defective or overloaded vehicles that make loud rattling noise are prohibited.
Section 14-173(a)–(b) bans operating any sound device in or on a motor vehicle, stationary or moving, on public premises or private property when the noise is audible more than 25 feet from the vehicle (public) or property line (private). Section 14-173(f) requires engine and vehicle exhaust to pass through a muffler or device that 'effectively prevents loud or explosive noises.' Section 14-173(g) bars using any motor vehicle so out of repair or loaded that it 'creates loud and unnecessary grating, grinding, rattling or other noise.' Horn misuse is barred by 14-173(d).
First conviction minimum $100, second $250, third $500 plus at least 24 hours jail; possession of the sound device is prima facie evidence of operation.
