Chapter 17 defines a public nuisance broadly at Sec. 3 to include property maintained in a defective, unsightly or deteriorating condition that harms neighbors or diminishes property values; erosion or drainage problems affecting adjacent land; discharges into the stormwater system prohibited by Chapter 40; junk, garbage, rubbish or nuisance vegetation that is offensive, unhealthy or an attractive nuisance to children; hazardous or medical waste handled outside applicable regulations; partially built or fire-damaged buildings left unfinished for six months or more; peeling paint exposing exterior surfaces to decay; polluted or stagnant water, including neglected swimming pools; unmaintained sidewalks, parkways or alleys; deteriorating structures with broken windows, roofs or porches visible from public view; and graffiti not removed within the Chapter 20 deadline.

An enforcement officer designated by the city manager investigates complaints and, per Sec. 6, issues a written notice and order identifying the violation, ordering permits and abatement within a set period, and warning that the notice will be recorded against the property with the county recorder. The property owner may request a hearing before the city council within ten days of service (Sec. 6(6)); failing to appeal waives that right. If the council finds a nuisance exists after the Sec. 7 hearing, it adopts a resolution under Sec. 8 ordering abatement by a set deadline, and unpaid abatement costs become a lien against the property under Sec. 13.
