Blue Hill, NE Code Violation Reporting: How to Report (2026)

Section 9-101 of the Blue Hill Municipal Code makes the building inspector the official who enforces the city's building and housing regulations, and that duty explicitly includes complaint intake. Subsection A requires the inspector to investigate all complaints, whether verbal, written, or filed as a petition, that allege a violation of the municipal ordinances or that a building or structure is unfit or unsafe for human habitation. , or at any hour if an emergency exists or the owner or occupant requests it. Subsection D then requires the inspector to keep records of every complaint received, every inspection report, and every order or complaint issued, and to make those records available for public inspection.

The inspector must prepare an annual report from that record and report to the City Council as often as necessary. If Blue Hill has no appointed building inspector, Section 9-101 makes the utilities superintendent the building inspector ex officio, so the complaint duty never lapses for want of an appointee. A person unhappy with how the inspector handled a matter, or with an order issued as a result of a complaint, can appeal within ten days under Section 9-104, with the City Council hearing the appeal and having power to modify the inspector's decision. Violations substantiated through this complaint process are enforced under Section 9-601, and persistent nuisance conditions can be abated in equity under Section 9-602.
