Section 15-2-203 directs any person who discovers an accumulation of trash or the growth of grass, weeds, or other vegetation in violation of Section 15-2-201 to report the condition to the administrative officer. Section 15-2-201 makes it unlawful for an owner or person in control of a lot to allow trash or weeds to accumulate, with escalating fines for repeat offenses at the same property within a year: up to $300 for a first offense, up to $500 for a second, and up to $750 for a third or later offense.

Property owners are not left to guess how the report is handled: Section 15-2-202 requires the city to issue a ten-day abatement notice first, then write citations on a weekly basis if the violation is not resolved, and if the property is still noncompliant after one month, the city abates it itself under Section 15-2-205. Rental property managers, property preservation companies, and real estate listing agents can also register for a voluntary email or phone notification program under Section 15-2-201(B)-(C), renewing annually by June 30 and paying a fee set in Appendix A. Agricultural-zoned land and railroad right-of-way under Corporation Commission jurisdiction are exempt unless the growth creates a traffic hazard within ten yards of an intersection.
