Lawton, OK Landscaping Rules: Water Restrictions (2026)

Section 22-2-1-218 lets the city manager and city engineer certify a loss of water pressure or a critically low raw water supply to the mayor, who then proclaims restrictions that apply to every water customer inside and outside the city limits. The stages escalate with plant capacity and lake storage. in winter. Stage 2 makes that same odd or even day schedule mandatory once usage hits ninety-two percent of capacity for ten days or storage falls to sixty percent. Stage 3 tightens outdoor watering, vehicle washing, and hosing of sidewalks and driveways to Wednesdays and Saturdays only once usage reaches ninety-five percent for seven days or storage drops to fifty percent.

Stage 4 cuts outdoor use to one designated day per week by the city's rationing zone map at ninety-eight percent usage for three days or forty percent storage, closes city pools, and bars restaurants and bars from serving drinking water unrequested or thawing food under running water. Stage 5, triggered at full plant capacity for two days or thirty percent storage, bans all outdoor water use citywide. During Stages 3 through 5 the city also layers on additional water conservation rate surcharges under Appendix A to fund alternative water sources.
