West Hartford, CT Code Violation Reporting: How to Report (2026)

West Hartford's zoning enforcement runs through two adjoining sections of Chapter 177. Section 177-47 gives 'the Zoning Enforcement Officer, his or her Assistant Zoning Enforcement Officer(s) or the Director of the Department of Community Development' authority 'to enforce the requirements of this chapter,' including the power to 'inspect or cause to be inspected any structure or land use and order the stoppage of any work or land use in violation of this chapter.' Section 177-48A requires the Town Planner to 'keep a record of all written and signed complaints received by the office regarding violations of this chapter' and to 'issue a monthly report on all such complaints to the Town Council, including the results of investigations and actions taken on each complaint.' In practice, a resident who wants to report a suspected zoning violation, an illegal home business, an unpermitted structure, an oversized sign, must put the complaint in writing and sign it before the Town Planner's office will log and track it; anonymous or unsigned complaints are not built into this reporting chain.

Once a violation is confirmed, § 177-48B sets escalating daily fines: $35 per day for the first five days, $85 per day after that, and $124 per day once ten days' written notice has passed or the same violation recurs more than five times in twelve months, with a separate $150-per-day fine for willful violations, plus a $2 administrative fee per $10 of any fine owed.
