West Hartford, CT Fence Regulations: Material Restrictions (2026)

Chapter 83, Fences, was adopted by the Town Council as Sec. 14-6 of the 1972 Code, and its industrial-zone carve-out was added January 28, 1975. Section 83-1 bans any wire or metal fence with open prongs at the top in two settings: along any street or sidewalk in Town (Subsection A) and on the line between a resident's own premises and an adjoining landowner's (Subsection B). Subsection C narrows the ban only in industrial zones, and even there the fence stays legal only if its prongs are elevated at least 6 1/2 feet above the ground, high enough to keep them out of pedestrian and neighbor contact.

The chapter's cross-references show the ordinance sits alongside related rules rather than duplicating them: swimming pool fencing is covered separately in Chapter 159, parking area fencing in Chapter 168, and overall fence height limits are set by the Zoning Code at § 177-20C, not by Chapter 83. A Fence Authority, established under Chapter 3, Article I, exists to weigh in on fence disputes generally, including installations that may run afoul of § 83-1's open-prong ban. Because the restriction targets a specific style of fencing, sharpened or pointed wire and metal toppers, rather than fencing materials broadly, an ordinary chain-link or wood fence without exposed open prongs at the top falls outside this particular section even though it must still satisfy the Zoning Code's separate height and setback rules.
