West Hartford, CT Business Licensing & Operations: Adult Entertainment (2026)

Article IX of Chapter 177, added in 1998, opens with Town Council findings that adult-oriented establishments require special supervision from the Town's public safety agencies and that unregulated operation is detrimental to the general welfare, health and safety of the citizens of West Hartford and especially its youth (§ 177-68). Section 177-71 restricts these uses to the IR, IG and IP zone districts, subject to a special use permit approval by the West Hartford Town Plan and Zoning Commission, and bars any site within 1,000 feet of a school, municipal park or recreational facility, place of worship, child day-care center, family day-care home, group day-care home or any area zoned residential, or within 1,000 feet of an existing adult-oriented establishment, measured by the nearest straight line between the respective lot boundaries.

Operating standards in § 177-70 forbid minors from loitering on the premises, require interior viewing areas to stay fully visible from common areas with no obstructing doors or curtains, and set a minimum lighting level of not less than one footcandle at floor level. Site development standards in § 177-72 cap signage at one square foot of sign area per linear foot of building frontage and add a parking requirement of one space per employee at full capacity. Operators are liable for employee violations committed with their knowledge or through negligent supervision (§ 177-70D-E), and the article is enforced independently of the general zoning penalty in § 177-48.
