West Hartford, CT Business Licensing & Operations: Massage Establishments (2026)

Chapter 117, adopted by the Town Council on October 11, 2005, regulates sanitary conditions at massage therapy establishments. Section 117-5 makes it unlawful to operate a massage therapy establishment in West Hartford without first obtaining a permit from the Director of Health, separate from the individual practitioner's state license required by § 117-6. The written, sworn application under § 117-5B must give each applicant's name and address, confirm the applicant is at least 18, describe the proposed place of business, and include photocopies of every practitioner's valid Connecticut Department of Public Health massage therapy license and photo identification.

Each application carries a $75 fee, and the Director of Health issues the permit only after finding the establishment will comply with the chapter's operating standards and with other applicable health, zoning, building and fire requirements. A permit runs five years from issuance unless revoked or suspended, and renewal likewise costs $75 under § 117-7. Section 117-9 sets minimum facility requirements, including designated private treatment rooms, adequate toilet and handwashing facilities, and a sink with hot and cold water plus a bacteriostatic solution or hand sanitizer in every massage room, while § 117-10 requires clean laundered sheets and towels for each client and bars smoking in any massage room.
