West Hartford, CT Noise Ordinances: Vehicle Noise (2026)

Town Code Chapter 123, adopted by the Town Council on 10-26-1982, sets uniform noise standards for West Hartford under § 123-1. Section 123-16, Motor vehicle noise, has two parts. Subsection A ties every motor vehicle operated in Town limits to the state decibel standards already codified at Title 14, C.G.S. § 14-80a. Subsection B goes further for equipment carried on or in the vehicle: no power equipment and no sound-amplifying device on or within a motor vehicle may emit noise above the levels set in Article IV of the chapter, which fixes maximum decibel readings by receptor type (industrial, business, residential day, residential night) and by emitter zone, plus a five-dBA-over-background test at § 123-14 and short-term excursion allowances at § 123-15.

The Director of Health enforces the chapter (§ 123-20), can inspect and monitor noise (§ 123-22), and must issue a written notice describing the violation and a correction date before any fine attaches (§ 123-23). An owner, occupant, operator or agent may ask the Director of Health for an administrative hearing within five days of that notice (§ 123-25), and a permanent or temporary variance from any provision can be requested in writing under § 123-26. The chapter's inspection and hearing structure applies to a vehicle noise complaint the same as any other noise source under Chapter 123.
