Encroachment Permits
Boone County requires a right-of-way permit before anyone builds a sidewalk, pathway, trail or multi-use path in the highway system's right-of-way. The Highway Engineer reviews and issues the permit, which becomes an encroachment agreement once inspected and approved. Building without one is unlawful and can draw a Class A infraction plus fines up to $2,500 per violation per day.
