Dark Sky Rules
Franklin County bans exterior lighting visible from the beach on all new coastal construction seaward of the coastal construction control line, to protect nesting sea turtles. Floodlights, uplights and spotlights visible from the beach are flatly prohibited, fixtures must be shielded and low-mounted, and even utility lighting must comply. The Planning and Building Department enforces it under Franklin County Code § 5-63.
