Fresno County makes it unlawful for a dog owner to let their dog habitually destroy the peace and quiet of a person or neighborhood through barking or howling. County Code Section 9.04.210 covers noisy dogs, and Section 9.04.220 separately bars a dog from habitually committing any nuisance in public or on another's property.
