Hall County Engineering Division inspects sidewalks in county right-of-way and assigns repair responsibility by who caused the damage: a resident, their guests, or their contractor must fix damage they caused, and a subdivider's contractor or subcontractor is responsible for damage from subdivision construction work, under UDC Sec. 8.4.6.A.

Installing utility lines in a Hall County road right-of-way outside any municipality requires a written permit. Public utilities apply to the county engineer for a $10.00 permit under § 12.50.030; private utilities need written permission from the board of commissioners itself under § 12.50.100, and their permits expire if construction is not finished within 90 days.
