Inflatable displays, balloons, streamers, and similar carnival-style signage are barred along Harris County toll roads. Ch. 41, Subchapter 41F, Sec 5 carves out a seasonal exception for holiday decorations, but only if they come down within 20 calendar days after the holiday passes.
