Obstruction Rules
Ouachita Parish makes it unlawful to obstruct, change, or close any parish road, including the roadside right-of-way where sidewalks would sit, under Code Sec. 19-5. The ban covers wood, brush, logs, broken nails, wrecked vehicles, or any other article placed in or across the road. The parish code has no separate sidewalk-obstruction chapter; this general road-obstruction ban, dating to an 1878 ordinance, is the operative right-of-way rule outside Monroe and West Monroe.

(a)Prohibited. No road in this parish shall be obstructed, changed or closed by any person placing therein or across it, any wood, brush, log or logs, whole or broken nails, broken vehicle of any kind, or any other article or thing of any character or description whatever, which will obstruct said public road.
Encroachment Permits
Any private cut, excavation, crossing, or facility installed in a parish road right-of-way in Ouachita Parish needs a permit from the director of public works under Code Sec. 19-4. Contractors post a cash or surety deposit sized to the work: $10 per square foot for cutting, $0.50 per linear foot for installed facilities, plus $100 for boring or jacking under the roadway. The deposit returns only after the director confirms the surface is properly restored.
