Flood Elevation
New homes and substantial remodels in a Pitt County flood zone must sit at or above the Regulatory Flood Protection Elevation, the base flood elevation plus two feet of freeboard, under Section 20 of the Flood Damage Prevention Ordinance. That two-foot cushion applies county-wide wherever FEMA has set a base flood elevation.

A. Residential Construction. New construction and substantial improvement of any residential structure (including manufactured homes) shall have the reference level, including basement, elevated no lower than the Regulatory Flood Protection Elevation, as defined in Section 5 of this Ordinance.
