St. Clair County has no county-wide dark-sky ordinance for ordinary homes. Full-shielding, downward-facing lighting standards apply only inside the Airport Overlay District near Scott AFB and MidAmerica Airport, and single-family and agricultural uses there are exempt.
St. Clair County Zoning Ordinance Sec. 40-4-120(A)(1)
The light source of outdoor lighting fixtures shall be fully shielded and downward facing so as not to allow any light above the horizontal, as measured at the luminaire.
The county's only light-trespass standard applies inside the Airport Overlay District, where fixtures must not cause excessive glare or light trespass; single-family and agricultural uses are exempt. For ordinary homes, only general nuisance glare provisions apply. Cities set their own rules.
