Holding a parade, staged sale, promotional event or neighborhood gathering that obstructs a sidewalk, path, curb, gutter, planting strip, shoulder or road in unincorporated Walla Walla County requires advance written authorization from the county engineer under WWCC 12.26.020.A before anyone occupies the right-of-way. WWCC 12.26.030 then requires the organizer to obtain the actual permit and pay the required fees before the obstruction begins.
