In Washington County's four dark-sky overlay zones (New Harmony Valley, Pine Valley, Scenic Byway and Kolob Area), every outdoor fixture installed after September 2024 must be fully shielded and aimed downward, with a zero uplight (BUG U=0) rating where the manufacturer publishes one.
