York County, Virginia enforces rental-property maintenance through Sec. 7.1-4, which adopts the Virginia Maintenance Code's mechanical, electrical, and fire-safety chapters for existing buildings, expressly reaching single-family dwellings once they are rented, leased, or let. The building code official or fire code official enforces the standard whenever an unsafe condition turns up, with no opt-out for rental housing.
