every day, during which no one under 18 may be present in any public place or on the premises of any privately owned business open to the public within Baldwin Park city limits. 010, applies to "public place" as broadly defined to include streets, highways, and common areas of schools, hospitals, apartment complexes, office buildings, transit facilities and shops. Before citing or arresting anyone, a Baldwin Park police officer must first ask the apparent offender's age and reason for being out, and may act only if no listed defense applies.
