The City Council adopted Chapter 9.32 to address juvenile victimization and to support school attendance, paralleling Cal. Violation is an infraction under EMMC §1.16: fines escalate $250 first / $500 second / $1,000 third within a year. The minor may be detained and released to a parent or guardian under W&I Code §625. A parent or guardian who permits a knowing violation may face a separate infraction and a $250 'parental responsibility' fine. Repeat violations within a 12-month period can be charged as a misdemeanor.
