Blaine, MN Curfew Laws: Juvenile Curfew (2026)

Blaine's juvenile curfew, City Code Sec. 50-329, sets three tiers of nighttime restrictions on minors in any public place. Juveniles under 12 may not be in a public place between 9:00 p.m. and 5:00 a.m. on Sunday through Thursday nights, or between 10:00 p.m. and 5:00 a.m. on Friday and Saturday nights. Juveniles age 12 to 14 face a curfew from 10:00 p.m. to 5:00 a.m. Sunday through Thursday and 11:00 p.m. to 5:00 a.m. on weekends. Juveniles age 15 to 17 face the latest curfew: 11:00 p.m. to 5:00 a.m.

Sunday through Thursday, and 12:01 a.m. to 5:00 a.m. on Saturday or Sunday. Sec. 50-327 lists ten exceptions, including being accompanied by a parent or authorized adult, responding to an emergency, commuting to or from lawful employment, attending or returning directly from a supervised school, religious or civic activity, running a parent-directed errand without detour, interstate travel, being on the right-of-way abutting one's own or a neighboring residence, exercising First Amendment rights, and homelessness. Sec. 50-328 requires an officer to ask the apparent offender's age and reason for being out before citing or arresting, and to have a reasonable belief that no exception applies.

Under Sec. 50-326, violations of the youth-conduct provisions in Sec. 50-329(a)-(c) are prosecuted under Minnesota's juvenile delinquency statute, M.S.A. ch. 260B, while a parent's or business operator's knowing violation under Sec. 50-329(d) or (e) is a misdemeanor.
