Officers with probable cause take the child into custody and contact parents, and a parent who permits violations by inefficient control commits an offence.
Enforcement for the child is custody-and-release with parental contact, escalating to juvenile authorities. The parental offence is prosecuted through Boulder's general municipal penalty provisions.
