Nine statutory defenses apply, including being accompanied by a parent, guardian or responsible adult; running an errand at a parent's direction without a detour; traveling in an interstate vehicle; working or commuting to a job; responding to an emergency; standing on the sidewalk abutting the minor's own residence; attending a supervised school, religious or civic activity; exercising First Amendment rights; or being legally emancipated. 020(D) requires an officer to ask the minor's age and reason for being present and requires that the officer reasonably believe no defense applies.

050 lets the city bill a "responsible party" a police services fee, set by council resolution, whenever a minor is detained more than once in 12 months and reprimanded by the San Bernardino County juvenile court, with a right to appeal the bill to the city clerk within 15 days and a decision from the police chief within 30 days.
