Section 20-202 invites the public to use city parks and their facilities, but only between 7:00 a.m. and 11:00 p.m.; the chapter's rules cover every city-owned park under the definitions at § 20-201, which also identify the director of recreation and parks as the official in charge. Outside those hours, § 20-206(9) specifically bars leaving a vehicle within the park after closing unless it's disabled and reported to a park attendant, and any vehicle left overnight without that exception is towed away and stored at the owner's expense.

Section 20-208(8) also has a fire rule that runs on the same after-hours logic: no one may build a fire except in areas and under regulations the director designates. The chapter backs park hours with a long list of unlawful conduct under § 20-203, covering damage to park property, digging or removing natural features, and climbing on monuments or fixtures, plus § 20-208's separate ban on bringing alcohol or controlled substances into any park, playground, or sports facility operated by the city. Enforcement runs through § 20-211: the director and park attendants must diligently enforce the chapter, and the director can eject from the park anyone violating its provisions or any regulation adopted under it.

Section 20-212 lets the director post additional rules at park entrances and activity sites, and those posted rules carry the same force as if written into the code itself. A permit system under § 20-210 governs activities like organized overnight youth camping, with permit denials appealable in writing to the city council within two days.
