Section 15-902 sits in Title 15, Chapter 9, the parking-signs-and-meters chapter that Ordinance #2018-002, adopted in January 2018, repealed and re-enacted. It gives the mayor authority to have lines or markings painted on the curb or the street itself to designate individual parking spaces, and it makes two things unlawful: parking a vehicle across a painted line, or parking in a position where the vehicle is not entirely within the space the markings define. This pairs with § 15-901, which lets the mayor or chief of police order traffic control signs, signals and markings and makes them enforceable from the moment they're erected, and with §§ 15-903 and 15-904, which apply parking-meter and posted time-limit rules specifically to those marked spaces.
